Metsä Fibre’s EUDR compliance

The EU Deforestation Regulation (EUDR) aims to ensure that products consumed in the EU do not cause deforestation or degradation of forests worldwide. The regulation is scheduled to be implemented from 30 December 2025.

The European Commission issued a proposal for changes to the Deforestation Regulation on 21 October 2025, and the European Parliament has concluded the vote on the EUDR reopening on 26 October 2025. For the time being, there are no final decisions or agreements on EUDR. As the situation remains unclear, we at Metsä Group continue our EUDR preparations as previously planned and are prepared to operate in accordance with the EUDR by 30 December 2025.

As part of our ongoing commitment to regulatory compliance, we are aligning our delivery practices with the requirements of the European Union Deforestation Regulation (EUDR). We have implemented processes to ensure that all our pulp and sawn timber deliveries are accompanied by the required EUDR information.

Despite the possibility of changes and possible amendments, or a postponement of the EUDR, Metsä Fibre is currently working towards full EUDR compliance by 30th December 2025. We are monitoring the rapidly evolving situation closely, and will implement any potentially required changes as soon as operationally possible.

For pulp customers, we send the EUDR data as .csv files by email.
For sawn timber customers, the EUDR data is added in the invoicing document.

The next weeks are critical for the EUDR implementation in the entire value chain. We must all confirm that data transfers, processes, and systems work seamlessly to meet the set obligations, while also navigating the potential changes in EU regulations.

Metsä Group's operations do not cause deforestation, so the EUDR project has primarily been about building internal processes. Metsä Fibre is committed to sustainable forestry practices and has a dedicated project team to ensure EUDR compliance by December 2025.

• For pulp and sawn timber, compliance involves ensuring the wood is deforestation-free, adheres to relevant legislation, and is covered by a due diligence statement.

• The regulation requires businesses to conduct due diligence, risk assessments, and ensure information flow in the value chain.

• Metsä Group is closely monitoring updates to the EUDR regulation, and actively involved in the regulation related discussions and development work.

Key requirements for companies using products made of wood:

  • Reporting obligation to prove that:
    • the products are deforestation and forest degradation free and thus comply with the EUDR requirements.
    • the products have been produced in accordance with legislation of the country of origin.
    • the products are covered by a Due Diligence Statement.
  • The operator that places commodity on the EU market for the first time has to submit a Due Diligence statement into the EU information System, ‘Traces’ against which the EU system confirms a Reference number.
  • The reference number received from the EU Information system, ‘Traces’, must be transmitted to the next downstream operator in the value chain. The transmission of the reference number can by done by using electronic services, interfaces, e-mails, receipts or invoices.

Metsä Fibre will have full EUDR compliance by the end of 2025.

In Metsä Fibre, sustainability and responsibility play an important role in all our activities. Through a rigorous Due Diligence process we ensure that all our products comply with the EUDR requirements.

  • The process begins with the wood raw material suppliers. They provide the Due Diligence Statement to the EU Information System “Traces” that generates the unique reference number for the wood. Supplier submits this number to Metsä Fibre.
  • Metsä Fibre submits the Due Diligence Statement to the EU Information System “Traces”, which generates unique reference numbers for Metsä Fibre’s pulp / sawn timber.

When selling its products, Metsä Fibre automatically delivers the unique reference number to the customer.

How do we prepare for the EUDR?

We are actively setting up systems and processes to ensure compliance, as well as developing the necessary tools for traceability and reporting.

Metsä Group builds a cloud-based MetsäTrace solution for the management of reference data required by the EUDR. The solution is linked to Metsä Group’s internal ERP system and to the EU TRACES system used by the authorities.

Our EUDR system is ready and currently in testing phase:

  • Internal testing phase has been completed in the pulp and sawn timber businesses.
  • Testing phase with pilot customers was started in Q2 / 2025.
  • Reporting will be started during Q4 / 2025.

Metsä Fibre will have full EUDR compliance by the end of 2025.
